Cruelty shall mean every act, omission or neglect by which unnecessary or unjustifiable pain or suffering is caused, permitted or allowed to continue when there is reasonable remedy or relief, except when done in the interest of medical science.

In all honesty the interpretation will depend upon the individual reading the statute. However, it would be VERY easy to form a valid complaint against the store, vet and breeding facility that had contact with the animal IF your vet can prove that the medical problems the dog is suffering from are a direct result of something they did or did not do.

If you haven't already, find an Animal Cruelty Investigator (usually associated with a rescue) or an Animal Controll Officer (usually through the police department) who will listen to your case and proceed from there.
