Ok... below is the link to the Florida animal laws. There are some pretty clear definitions on the punishment for acts of cruelty.

The Department of Animal Services investigates allegations of violations of Florida State Statutes related to animals. Their URL is http://www.hillsboroughcounty.org/animsvcs/statutei.html

Check out ordinance No. 00-26 Section 29 at http://www.hillsboroughcounty.org/animsvcs/ordinance/ordinance.pdf which provides for "certain consumer rights and remedies for the sale of dogs or cats unfit for purchase" under statue 828.29 According to what is written, you had the right to receive a health certificate with the dog and the pet shop may have an obligation to pay for the vet bills. Now, keep in mind that when it comes to puppy mill dogs, there are vets who will say, write and sign anything if the money is right so you may have a fight on your hands.
