Val, have you considered talking not to the unresponsive authorities but to a REPORTER? Especially at holiday season, animal stories are very popular with the media. If there is a local writer, columnist, or reporter with ANY publication, even if it's a very small one, even if it's in a nearby area instead of absolutely local, who has written about animals before, contact them. If they don't want the story, ask them if they can suggest anyone else who might. Be persistent.
I might be biased because I am in the media myself, but I have seen more good come of investigative reporting than half-hearted investigations by overworked AC officers.
