You must have misunderstood my post -I did not specificly say that in my state shelters do not euthanize to create room. Please go back and re-read, in fact I said I am sure it happens however I have no first hand knowledge of any shelter that has written policy to that effect. What I pointed out is that even supposed "no kill" shelters are, in reality, not no kill at all. In fact, in my line of work, I have yet to come across a true no kill shelter.

I don't know how involved you are with the shelter system but most of the animal shelters I have worked with or gotten to know do heavily rely on foster homes for animals, especially when there is no space at the shelter. Running a rescue myself I can tell you that we only have "x" amount of physical space and when that space is full we have to turn to people away. It's not somthing we like to do but when you are full, you are full and there isn't much else you can do, especially if you have policy not to euthanize a healthy animal.

The entire point of my post was to get people to understand that there really isn't such a thing as a true no kill shelter. In theory a no kill shelter is a wonderful thing but the reality of it is it's impossible to achieve.
