If the airlines want someone to look at, take a look at Florida's inbound and outbound cargo staff. They open almost every crate and box that comes through with live animal stamped on it to inspect the cargo for endangered wildlife etc. How hard could it be to start that in every airline. Those people aren't perfectly trained but the do know how to handle most things from snakes and other reptiles to venemous spiders etc. They're trained for in general, not for specific.
