Well, the way I read it, it says the Humane society of for the reporting standards, not for stopping flying pets. It means that airlines will have to make sure they take care of the animals they fly because someone is actually going to be looking at the deaths. The Humane society isn't the one who wants to stop people from owning pets, that is another organization. Personally, I don't think they need to open up the boxes. Just make sure who ever it is delivered to fills out a form that says the animal shipped was unharmed or harmed and if harmed to what extent. These will be compiled into statistics and those statistics will be published for the consumer (us) to veiw and compare. So we can say OK, airline xyz had # animal deaths last year going from point a to point b, while airline lmn only had <# animal dealths in the same time period on the same route. Well, guess which airline we are going to choose then?
If they have to inspect every package, they may need to require special packaging, but I really doubt that.
