Trapping Ducks

Yesterday, a man came to my apartment complex and was trapping the Moscovie Ducks. I informed the Leasing Office, the Florida Game and Wildlife Commission, and the Sawgrass Nature Center. I was informed that the ducks are not protected because they are not natural to our environment; they are exotic. I later found out from the Leasing Office that the man said he was bringing the ducks to his duck farm so the Leasing Office let him take them. After doing some investigation, I found out the man was really taking them to an ALLIGATOR farm because it is cheaper to feed the gators the ducks then to buy them chicken. The alligator is a whole different issue. Does anyone know what I can do to have the government protect these ducks? As of now, the only punishment for this man was trespassing, which the leasing office did not even do.
