I feel so terrible for you. If i were in your shoes I would file at the very least a complaint against the police department. This is just a shame in a time where some people work so hard at educating the general public about reptiles and the total lack of knowledge. Animal control should have been involved and been able to ID the monitor.
While the environment may not be the very best to suit your monitor, look at it this way.
Monitors are extremely hardy. I have seen abuses to horrible to describe done to these little 'sausages' and they come out on top and still full of fire! I have had iguanas that survived an extended period of time in the snow as well as a ball python that survived overnight in sub-zero temps only to flourish when I got her. Texas sure aint Wisconsin. Feel free to put on the rose colored glasses and imagine sigmund raising hell out there.
Regarding the ackie. I am assuming it would be a rescue? Perhaps, you can look at it as helping another monitor out to honor sigmund rather than betraying him. While its hard sometimes to imagine more complex emotions in our reptiles, we can use those emotions to help us heal.
