This will sound cold especially without knowing all of the circumstances of the situation but if after only spending $1000 on diagnostic procedures spread out over several months the family can no longer afford to properly care for the dog then I would have to seriously question why they got the dog in the first place. Remember that this is said solely on the information presented. As many pet owners know, $1000 for veterinary care, especially care of any kind of emergency or diagnostic nature, is not at all uncommon.
I've had literally over 100 animals under my roof at one time within the last 8 months - the majority of them involved in a cruelty case. Every penny of their daily care has come out of our pocket. FORTUNATELY, we have an understanding vet and his bills have been covered. To date, we're owed over $100,000 in restitution and board fees and no one has taken up a collection to help us out and, unfortunately, I don't foresee it happening.
If nothing else, the "specialist" may agree to perform the surgery if a payment schedule is worked out beforehand.
