Of course, I'd have to get a copy of of PA's animal cruelty statutes but I'd be willing to bet that she's in violation of several RSA's somewhere. Is she licensed to sell animals at all? Call your state vet and see if there's a license on record in her name. Is she registered with the state in a general business sense? Try calling the Secretary of State's office- or whomever handles business licensing issues in PA.

If she is selling these animals without having a vet check done beforehand I would be willing to bet that that would be yet another violation. I'd love to see the article that you have. Shoot it to me when you have a chance.
