The first thing I would is get a copy of the cruelty laws for Texas. The reason I am suggesting this is due to the seeming lack of action on the part of the police. Read the laws as they pertain to dogs ... EXAMPLE -Here in NH (& a few other states) if you are going to keep a dog outside it must be provided with the following- 1)Access to clean drinkning water. 2) Access to edible and proper food. 3) Shelter -There must be a way for the dog to get out of the sun if need be. etc. So, let's say my neighbor had a barking dog and I call the police and they take the nuissance report but claim there is nothing else they can do. However, I notice that the dog has no shelter and because the owner is at work all day, lets say gone for 9-10 hours (think traffic), the dog spends half his day with no water. NOW the police have something they can work with and you have recourse if the police take no action because NOW it is a cruelty issue.
